Getting a provisional licence
Before you can learn to drive you will need to obtain a provisional driving licence.
You can apply for a provisional driving licence from the Driver and Vehicle Licensing Agency (DVLA). The application form (form D1) can be obtained from your local Post Office ®.
Minimum ages
You can take your theory test once your provisional licence becomes valid. Once you have passed your theory test you can then take your practical test.
Normally, for car drivers, the earliest date your provisional licence can become valid is your 17th birthday, however you can apply for the licence up to three months before your 17th birthday.
So, if you apply for your provisional licence before you are 17 you will still have to wait until your birthday before you can take your theory test.
European rules on issuing licences to 17 year olds
Question 1:
Are there any exceptions from the age limit of 18 years for driving a category B vehicle?
Answer:
Article 6(2) of Directive 91/439/EEC envisages this possibility. Member States may grant exemptions and issue driving licences from the age of 17 years.
Question 2:
Are category B licences issued to holders under 18 recognised by other Member States ?
Answer:
Article 6(3) of Directive 91/439/EEC stipulates that Member States may refuse to recognise the validity in their territory of such licences issued to drivers under 18 years of age.
